Introduction to professional squatter Janyce D. Bartlett

Hello, my name is Cecilia Barnett.  I am 78 years old and I qualify as a "vulnerable adult".  In October of 2023, I made the foolish mistake of entering into a solely oral contract to allow a drifter called Janyce Bartlett to use my garage solely as storage for $400 per month and 10 hours of work around my property per month.  As will be detailed in this post, Janyce has a consistent history of being evicted from various apartments and campgrounds, with the managers or landlords often threatening legal action if she doesn't vacate.  

She has one adult child that she never mentions.

I didn't know until it was too late that Janyce was a professional squatter.  So far she has lived for the last 6 month in my garage rent free.  My state, Washington, has the most absurdly liberal squatter-friendly laws in the nation.  

To all campground owners, Landlords and potential roommates in Washington State, and anywhere else:

Yes, the pic on the right shows two Pierce County Sheriff's Deputies who were in the process of forcing Janyce out by Court order, only because by sheer luck a judge did the right thing and found her to have taken advantage of me.  But this was only temporary, and she came right back.

The day after I moved Janyce's hulk inoperable van to outside the front gate, Janyce paid a tow truck to move it back onto the property she was vacated from.  



Yes, that is Janyce, smiling at the photographer, showing how happy and excited she is to "get even" with a Landlord that she has unlawfully withheld rent from.

Do you ask how she could do that?  Well my son...this is Washington State, where the squatter laws are unconscionably liberal.  Janyce cared nothing for the fact that I wanted her gone, and did not care that she had paid no rent in several months.  Not only could the law not keep her off the property, the law prevented me from evicting her at the time, so she took full advantage of the unfortunate fact that formal eviction is a slow legal process that typically enables the squatter to squeeze more free rent out of the landlord as the case drags its ass through the Court.

If you live in Washington state, the squatter laws here are the most liberal in the nation, and it can take nearly a year of litigation (while roommate pays no rent) before you can legally force a roommate or person sharing your residence off your property.

Just in case Janyce is contemplating a libel lawsuit, she can forget it.

All of the information in this post is factually true and provable from files and declarations in the Pierce County Superior Court (Tacoma Washington). 

You can go to the Pierce County Superior Court's online access portal and search for the following case number:   25-2-08928-8.  That is "Barnett v. Bartlett", which represents my Unlawful Detainer case against Janyce.

Today we present a female Sang Kim (infamous and utterly immoral squatter who fucked his Bellevue landlord out of two years of $4,000 per month rent), except that she is additionally a control freak and afflicted with narcissistic personality disorder.  The fact that she is wrong about something just tells her that the galaxy needs to be reconfigured.  You have never met a more manipulative racist waste of human flesh, than Janyce Bartlett.  

Anybody reading this and contemplating getting a roommate or perhaps letting somebody rent their garage, are begging for trouble if they do anything more than turn away from this horrible manipulator.

Here are the pertinent facts.  I give details to make sure the reader does not misunderstand exactly who I am talking about

I start with her earliest relevant history, and end with the trouble she caused for me and my other tenants.  She has a legitimately earned Masters Degree in Environmental Engineering from Duke University, and she has co-authored several technical papers on the subject. For about the last 30 years, the vast majority of her housing has been through the use of homeless shelters and campsites.  I obtained information about her history through various background checks.

1987 – Her address was 3485 Brae Bourn Drive, Huntingdon Valley, PA 19006.   

1989 - Her address was 3171 Maple Road, Huntingdon Valley, PA 19006. 

September 11, 2004 – Her address was 13967 Marquesas Way, Marina Del Ray California.

 April 30, 2007 – Her address was p.o. box 107 Stinson Beach, CA., alternate address was 123 South K, Livermore, CA.

December 2007 - 6313 75th W, Lakewood, WA, which is apparently an Elk’s Lodge with campers in parking lot. 

January 2009 – December 2009 – Her address was 6181 Alvord Way Pleasanton, CA 94588. 

July 2009 – Her address was 1618 Saratoga Court, Jamison, PA 18929, License # 22231354. 

April 2010 - 2011 – Her address was 130 Greenville Rd., Livermore, CA.  94551.  Google Street view indicates this was nothing but a street in the middle of empty fields with wind turbines nearby. 

February 2011, her address was 1 Belvedere Ave, Stinson Beach CA.  Google Street view indicates this was merely parking spaced between a Stinson beach motel and Stinson Fire Dept.   

December 20, 2011 – got a traffic infraction from San Leandro police department.

May 2012 – DMV indicated her Westfalia vehicle title says her address was 1224 South I St. Tacoma, WA.  98405.  This is an “Associated Ministries of Tacoma” “We work together toward lasting solutions to homelessness” 

August 2012 – California DMV indicates that on her driver lic. # E1928032, her address was p.o. box 107 Stinson Beach, CA., 94970.   

April 2016 – Skip tracer indicates her address was 1420 Nelchina StAnchorage, AK 99501. 

February 2017 – her address was a campground at 7603 NE 13th Ave VancouverWA 98665

August 31, 2018, Janyce was given “notice to terminate tenancy” from 703 134th st south, Tacoma, WA 98444.  Manager Bonnie M. Jones.

Undated - A guy named "Dave" wrote her a letter, apparently a landlord or roommate telling her to leave because he is tired of the issues.

Diana Kajikawa threatened her in letter Nov. 18, 2018 to remove her personal property from the above-cited address, or criminal charges would be pressed.

August 2020-2021, Breeze Lake Campground, 1710 N Vermillion Ave, Brownsville, TX 78521.  Managers evicted her for racism and unstable behavior.  An appeal court denied her appeal.  I provide specifics later in this post.

January 2022 –  Her address was p.o. box 90462, Austin Texas.   

December 2022 - Her address was Raymond, WA 98577.

 September 2, 2024, IRS letter saying she owes $1137.45, gives her address as p.o. box 5054 Tacoma, WA.  98415.

HER EVICTION FROM A TEXAS 

CAMPGROUND FOR RACISM

The following facts are taken from the Court files in Breeze Lake Campground v. Bartlett, Justice Court, Precinct 2, Place 1, August 9, 2021.  Case No: 2021FFD00067.

Janyce arrived 1/1/21, and was evicted 7 months later on 8/2/21, Notice of Termination, “abusive behavior toward staff”

The campground filed for unlawful detainer (she continued living on the property in violation of a Vacate Notice.  The “grounds for eviction” statement was “Abusive and unstable behavior towards staff”, Melanie Wilson, manager@sunsetpalmspark.com.  Phone: 956-831-4852

A person who could speak only Spanish filed a witness statement asserting that Janyce pulled a child out of a pool,  out of a misperceived need to "rescue" him, but states Janyce did not need to because the mother was present.  Says Janyce then became very rude and disrespectful toward the other migrants there.

Witness statement by co-tenants John and Patricia Rogers, claiming Janyce knocked on their door looking for life preservers, Rodgers didn’t know where any could be found, Janyce said “those people” (migrants) did not know water safety.  Rogers told Janyce to call Mel dWilson, the manager, Janyce replied she and Mel do not have a  good rapport.

Rogers Statement part two: Rogers came to Mel's office, Janyce there, Janyce aggressive, trying to take Mel’s phone and coming around behind desk to view management's computer screen.  When Janyce was given the phone. she walks out of office, then back in.

Declaration of Mireya Torres, worker and resident at Breeze Lake.  Says Janyce escalated aggressiveness after learning Torres was Mexican.  Janyce would complain often, causing Torres to be late to work.  Janyce would block Torres’ way in the bathroom after Torres confronted her about forbidden sewing in the laundry room, since people put their laundry on the table where the sewing needles are not allowed.  There were shower stalls nearby, Janyce then turned a shower on, pulled back the curtain to make the water spill out onto the floor, Torres had to clean up.

Declaration of Ashely Kratochvil, Breeze Lake executive assistant:  her experience with Janyce on August 2, 2021.  Details the swimming toddler issue, the office phone issue, and says Janyce warned that Janyce would refuse to move if served eviction papers.  Handful of people on the property who no longer feel safe.  Seen digging through dumpster and taking pictures without permission on this private property.  Ashley@parkavenuepartners.com 760-805-5965

Declaration of Penelope Tacchi, August 17, 2021:  says Janyce used brutal language and hurled horrible accusations against her.  Janyce later lied about this and tried to blame staff.  She is Janyce’s next-door-neighbor and is afraid of Janyce, and would be happy to see Janyce evicted.

Declaration of Melanie Wilson, BreezeLake property manager, August 17, 2021:  this is her “official" statement.  Says Janyce oversteps bounds by telling staff how to run the place and constantly referring to her expertise.  She does this in aggressive and disrespectful manner.  Cleaning lady is now hesitant to answer phones for park, fearing a caller may be Janyce.  Several residents stated in writing that they feel uncomfortable, intimidated and just plain "spooked" by her.

Declaration of Lee Chartrand, says Janyce took things from recycle dumpster and took pictures in and around Lee’s trailer, made him uncomfortable.

Order of the Court - from Justice Court, Precinct 2, Place 1, 835 East Levee St. Floor 2, Brownsville, TX. 78520. Order entered 9/9/21, Janyce evicted.  Failure to comply is a crime.

From Exhibits in the Court file - Janyce email to lawyer Marisa Sanchez on August 20, 2021, Janyce says she has been through the eviction type thing so many times before.

Cameron County Clerk on 11/8/21 recorded an Order evicting Janyce and assessing $1700 in fees against her.  Order also says “Court is of the opinion that [Janyce's] appeal has not been proven”.

Email Sept 21. 2021 from lawyer Marisa Sanchez, they are no longer representing Janyce, please forward further legal mail to Janyce pro se.

Email from Janyce replied she is in rent catch-22 because police previously told her not to approach campground employees, which according to Janyce means she has been legally prohibited from giving the rent check to anybody.  She also emphasized refusal to pay rent due to the needed repairs having nothing to do with her part of the property.

August 10-11, 2021 email from Marisa Sanchez to Janyce, warning that Janyce cannot use the alleged need for repairs to a swimming pool gate, to justify refusal to pay rent on her camper space.

Janyce August 24, 2021 email to sanchez, asks whether she was under oath the last time she stated a relevant fact.

WASHINGTON COURT ACTION AGAINST JANYCE

I was granted my initial no-contact petition, but when this expired, Janyce happily returned, and yes, the police said they could do nothing without a court order.

My earlier unlawful detainer suit against Janyce was dismissed due to the technicality that there was no proof of service, despite the obvious fact that Janyce was present in Court for all hearings.

My second and currently pending lawsuit against Janyce is for "unlawful detainer", and the Complaint is here.  The court hearing for the writ of restitution is July 1.  As proven in the Complaint, not only did Janyce begin refusing to pay rent January 2025 and after, she also refused to provide the reasons why, and refused to provide documentation of the work she says she did, which she says took so many hours that they are now a substitute for her future rent payments!  She did not provide any such reasons until her April 7 Declaration in Court.

On June 18, 2025, Janyce stabbed my other tenant during an argument, she was arrested for Assault 2nd Degree with deadly weapon, spent three days in Pierce County Jail, the other tenant was granted a no-contact order, to be reviewed July 3.  For unknown reasons, the prosecutor decided not to press charges, she was released from jail June 20.

All these details are alleged in my Unlawful Detainer Complaint.  

As another example of Janyce's manipulations:  she was served with a 20-day Notice to Vacate on May 8.  On May 29, she was still living in the garage.  I therefore filed and served Eviction Notice and Unlawful Detainer Complaint, including application for "Show Cause".  That hearing was scheduled for June 9.  

Although Janyce had, one month prior, been approved for indigent legal representation by Pierce County Housing Justice, Janyce waited until June 6 to mail her Notice of Appearance, which means I did not get it until June 8, or the day before the hearing.

At the June 9 hearing, the Judge informed Landlord Cecilia that it was only today that Janyce had been approved for indigent representation.  The Judge cared nothing for the fact that Janyce already had a history of being approved for representation and hardly needed "time".  The judge then "continued" the case to July 1 to give Janyce "adequate" time to consult with her lawyer.

And there you go:  now she just squeezed another month of free rent out of her squatter-status.  Giving her more than 20 days to consult with a lawyer was absolutely sinful, since the judge recognized on the record that I had filed a previous unlawful detainer action (dismissed without prejudice due to technicality).

On June 18, 2025, Janyce stabbed one of my other tenants.  She was arrested and held at Pierce County Jail.  A judge later granted victim's petition for no-contact order (this is the second time Janyce has been forced by law to stay away from this property).  See Pierce County Superior Court case # 25-2-02133-1.  For unknown reasons, the Prosecutor decided not to charge Janyce with the Assault in the 2nd degree that she was arrested for, so the jail released her June 20.

The Court will review the no-contact matter July 3, and the judge in the separate unlawful detainer case will be hearing the Writ of Restitution matter on July 1.  

I believe my point is proved:  if you allow Janyce to live on your property, she will more than likely start bossing everybody around and pretending like every little thing is a rule violation that she is entitled to make an issue out of.  If you rent to her, she will likely refuse to leave when you tell her to...she will manufacture some dogshit excuse for why she shouldn't have to pay rent.  Then if you force her out, YOU will be arrested, she will invoke "residency", she will wait until the very last day to obtain a public defender, then the Court will "continue" your eviction hearing, giving her even more unlawfully free rent.  If she doesn't lie about the facts in Court, it is only because her lawyer told her that perjury is a crime.

It is not enough that you get everything signed and in writing...
